About the Assistant Vice President for Information Technology
Dr. Manuel C. Ramos Jr. is a distinguished Professor and researcher at the University of the Philippines Diliman, specializing in robotics, automation, and electrical engineering. A foundational figure at the UP Electrical and Electronics Engineering Institute (EEEI), he currently serves as the Director of the UP Diliman Computer Center and the Officer-in-Charge of the UP Information Technology Development Center (ITDC).
Throughout his tenure at the UP EEEI, Dr. Ramos has played a pivotal role in institutional growth, notably serving as Department Chair during its historic transition from a department into a full institute. He also heads the EEEI Robotics and Automation Laboratory and remains actively affiliated with the university’s Power and Energy Systems sectors.
As Director of the UP Diliman Computer Center, Dr. Ramos spearheads campus-wide information technology development, network infrastructure, and system operations. His dual leadership at the ITDC reinforces his critical role in driving digital infrastructure and technological excellence across the UP System.
About the Assistant Vice President for Data Governance
Ms. Elvira B. Lapuz is the Assistant Vice President for Data Governance of the UP System and the current University Librarian of the University of the Philippines Diliman. A dedicated educator, she also serves as a Senior Lecturer at the UP School of Library and Information Studies (UP-SLIS), where she earned both her Bachelor of Library Science (1991) and Master of Library Science (2003).
Prior to her current appointment, she served as the Deputy University Librarian from 2016 to September 2020. Beyond the university, AVP Lapuz is a prominent leader in her field, having served as National President of the Philippine Librarians Association, Inc. (PLAI, 2015–2016) and President of the Philippine Association of Academic and Research Librarians (PAARL, 2009).
Her exceptional contributions have earned her widespread recognition, including the Gawad Chancellor for Natatanging REPS (2016), the CONSAL Outstanding Librarian Award (Bronze, 2025), and the UP REPS Chair Award (2025–2027).
About the Vice President for Digital Transformation
Peter A. Sy serves as the Vice President for Digital Transformation (VPDx) and Chief Information Officer of the University of the Philippines System. An Associate Professor of Philosophy at UP Diliman, Professor Sy bridges academic insights with institutional leadership to steer the university’s digital evolution.
As VPDx, he champions system-wide initiatives that embed robust cybersecurity into the core of information systems development. His leadership drives critical advancements in electronic and digital signature adoption, ensuring technological innovations remain secure, interoperable, and aligned with institutional values.
A firm advocate that cybersecurity is foundational to digital progress, his expertise spans data privacy, AI governance, and open data. Through standards-based approaches, VP Sy consistently promotes transparency and trust, enhancing both operational efficiency and academic excellence across the UP System.
