UP and COA Convene to Align University Digitalization with Audit Compliance

QUEZON CITY, PHILIPPINES – To harmonize digital transformation efforts and institutional auditing standards, the University of the Philippines (UP) Office of the Vice President for Digital Transformation (OVPDx), the Office of the Vice President for Planning and Finance (OVPPF), and the Commission on Audit (COA) UP System and Diliman convened for an alignment meeting on June 3, 2026.
Held at the OVPPF Conference Room in Quezon Hall, UP Diliman, the discussion centered on advancing the implementation of electronic documents and digital signatures to reduce paper printing and increase efficiency, while ensuring seamless audit compliance across the University.
The meeting was led by Vice President for Digital Transformation Peter A. Sy, Vice President for Planning and Finance Joselito G. Florendo, and COA UP System Supervising Auditor, Ms. Cecilia E. Bernales, alongside key representatives from the OVPDx, the OVPFF, and the COA UP Diliman.
The COA offices signaled support to UP to take the lead in submitting digital and soft copies, provided that secure auditing mechanisms are available.
Complementing this, the OVPDx presented a tiered framework proposal classifying the documents based on risks and assigning the minimum signature type required. The office also highlighted the urgency of completing two foundational initiatives to aid in audit compliance and push forward UP’s digital transformation goals: (1) the Manual of Procedures for the UP Policy on Electronic Documents and Signatures; and (2) the formalization of the Technical Working Group on Electronic Documents and Signatures.
Moving forward, the UP and the COA remain committed to addressing complex issues on digitalization, including challenges in digital auditing and long-term archival of university resources.
Both parties agreed to hold more alignment and awareness discussions to ensure all units—from system administrators to state auditors—are operating with clarity, transparency, and legal alignment.
